Role Overview :

The Titles Program Compliance Manager serves as the agency’s primary authority for ensuring that critical operational programs— including but not limited to electronic lien, electronic title, and court summons—operate in full compliance with state and federal statutes. This role ensures that all policies, procedures, forms, resource manuals, and system workflows accurately reflect legal requirements and promote consistent, defensible operations.

Acting as the central liaison between the Titles Department and the Audit and Compliance Department, the Titles Program Compliance Manager coordinates audit responses, leads corrective action planning, and maintains a proactive and forward‑looking compliance posture. This position may oversee up to two direct reports, though supervisory responsibilities will not begin immediately upon hire.

Salary:

The salary for this position traditionally starts at $47,320 but may be commensurate with education and experience.

A Day in the Life:

Responsibilities include:

• Create, review, and maintain program workflows to ensure statutory alignment and identify compliance risks
• Identify and participate in updating policies, procedures, forms, and manuals to reflect legislative changes or audit findings
• Participate in system design discussions and user acceptance testing for compliance-sensitive system enhancements
• Serve as the department’s primary point of contact for audit teams
• Conduct internal compliance reviews to identify gaps before audits occur
• Draft compliance guidance for staff and leadership
• Participate in tracking legislative changes and translate them into operational requirements
• Prepare reports, dashboards, or summaries that highlight compliance trends and risks
• Provide subject matter expertise to training teams to ensure materials reflect compliant processes
• Collaborate with legal, IT, operations, and external partners (courts, lenders, dealers, vendors, sister agencies) to resolve compliance issues

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Broad knowledge and understanding of the mission, policies and multiple functions and responsibilities of the Bureau.
• High level of knowledge and understanding of the Bureau’s Title policies and programs.
• Learning agility: Ability to independently and quickly absorb complex program requirements, statutes, and workflows.
• Analytical thinking: Ability to break down processes, identify compliance risks, and propose practical solutions.
• Attention to detail: Strong commitment to accuracy in documentation, policy interpretation, and all other forms of verbal and written communication.
• Independent judgment: Ability to comfortably make informed decisions, prioritze work, and move initiatives forward with minimal supervision.
• Ability to recognize problems and conceptualize, develop, administer/implement and revise programs, policies, strategic plans, long-range plans, goals and objectives to ensure the efficient, effective and responsive management of assigned programs and special projects.
• Ability to manage multiple projects and delegate tasks effectively to staff, when applicable and appropriate.
• Ability to maintain effective working relationships with internal and external customers.
• Ability to work proactively with outside stakeholders.
• Demonstrates ability to deal effectively with conflict resolution.
• Ability to make decisions and meet tight deadlines.
• Ability to provide effective guidance to professional and clerical staff.

A degree is not a standard requirement for this role. However, at least 5+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered. Some positions may include specific education requirements depending on the program scope.

Supervisory Responsibility/Direct Reports

Position reports to the Executive Director of Titles and may supervise 2 employees.
