Position is located in Fresno.

Under the general supervision of a Business Taxes Administrator (BTA) I, the Business Taxes Specialist (BTS) I acts as a lead and independently conducts the most complex and difficult compliance and enforcement work, which may include conducting licensing inspections, administrative seizures, non-compliance citations, monitoring courtroom disposition of citations issued, and appearing in court proceedings for CDTFA tax programs including cigarette and tobacco, sales tax and cannabis. The BTS also prepares appropriate inspection and seizure reports, conducts field observations, identifies interrelated fraud schemes, and performs other related duties to ensure compliance with tax laws, including licensing and reporting requirements. The lead coordinates efforts with other governmental agencies.

The position requires the incumbent to travel at least fifty percent (50%) of the time, which includes overnight travel.

Working Conditions

  • Travel required fifty percent (50%) of the time.
  • Pass Peace Officer Training Course (PC 832: Arrest, Search and Seizure). (For Investigators.)
  • To perform the essential duties of the position with the Inspections Bureau, staff must complete and pass PC 832 training. Successful completion of PC 832: Arrest, Search & Seizure, will be required prior to the conclusion of the probationary period and appointment into the Business Taxes Specialist I classification. Those who are unsuccessful or unable to complete the necessary training within the probationary period will not receive appointment into the position. Appear as a witness and arrange for the appearance of witnesses to present testimony in administrative hearings and criminal actions. May require overnight travel throughout the state up to fifty percent (50%) of the time.

Eligibility for Promotional Exams

In addition to meeting the Minimum Qualifications for the BUSINESS TAXES SPECIALIST I, competition is limited to individuals who meet at least one of the following promotional examination criteria:

  • Have a permanent civil service appointment with CDTFA, or
  • Are current or former employees of the legislature for 2 or more years as defined in Government Code 18990, or
  • Are current or former non-elected exempt employees of the executive branch for 2 or more consecutive years as defined in Govt. Code 18992, or
  • Are persons retired from the United States military honorably discharged from active duty with a service disability or honorably discharged from active duty as defined in Government Code 18991. Applicants must provide a copy of discharge papers (DD 214) for verification purposes at the time of application.

Under certain circumstances other employees may be allowed to compete under provisions of Rules 234, 235 and 235.2. California Code of Regulations Rules 233, 234, 235.2 and 237 contain provisions regarding civil service status and eligibility for promotional examinations.
